How we will differentiate external user and power user?
what is purpose of having two users.

External users normally are supplier users and power users normally from customer side(My assuming SNC is implemented by customer).
Difference we can say (other then supplier user and customer user):
A power user is assigned to the business partner (Customer who has implemented SNC) and Power user can assigned below users:
Whereas External user can only assigned users to his/her organization.

Practically, the Internal and external assignment does not drive any functionality. Its a means of differentiation only is my understanding. The roles assigned to the SAP ID play an important role specially the Super role would have additional auth to mange Alert Administration, User data management etc.
