Hi All,
I have a weird situation: our Abaper released a Transport request, it should create files in the data folder and cofile folder. However, only the cofile is created.
i have tried:
1. checking authorization/sharing/permission of the data folder. but it has the same as the cofile folder
2. check locks in the system or transports, no loc file found.
What could have been a problem?
Help are appreciated.

Double check that the transport wasnt accidnetly marked as a local transport.

This is to confirm that the error is because the TRs have no request attributes.
The ABAPer checked it and was already corrected.

@huseyin: all test in stms and the transport directory as okay.
@paul: no, they are not marked as local import.
@siddhesh: the target of the TR is define (BPP 382) in the TR properties.
I suspect that the TRs without Request Attributes do not have data. This is when i compared all those that do not have data file to those that has data file.

Did you check the system in STMS? In STMS, under Systems, please run all checks under SAP System > Check to ensure that TMS is able to access transport directory. If any of the tests fails, it will show you the problem point.
Also, please check that target system property of your transport request shows a system name
