in VA01, we create a project sales order, two networks and each with three activities,
is it possible to change configuration, so when sales order created, three networks and each with two activities are generated. thanks,

I would suggest you to read about 'Assembly Processing in Project Systems" .
You can search this article on SAP wiki also or Google about it, you will find a lot of informative data on the same.
This article clearly explains how a project creation takes place just after creating/saving the sales order.
