Hi Kumar,
In standard way you can not stop the production order creation or release, for doing so you need to go for exit.
In standard, you can see the production work center whether is booked for maintenance or not, it can be seen in planning table.
Followings are prerequisites for above:
1) Equipment master must contain the production work center in location tab.
2) PM Order created should have the system condition as "Not in operation".
