We want to setup PC without regulations.

It is my understanding that although you would likely be able to create master data without utilizing regulations, you won't be able to utilize the planner. Almost all planning is regulation-specific so you would not be able to generate assessments, tests or anything else that is regulation specific and this would have downstream effects on areas like reporting as mentioned above. You could probably still perform planning for policies, but likely not much beyond that. By not using regulations would render a huge piece of PC10 functionality useless.
All you have to do is create one regulation and link everything to that. It's pretty easy. That is what we did.

You can certainly create the master data without regulations. However, I would strongly recommend you to associate your Master Data with Regulations. I will give you an example, let's say you create an Organization in the system and add one of your subprocesses(which has a control linked) to the Organization.
Now, say, there is a requirement to perform the Control Design Assessment. You will not be able to select your Master Data objects/control in the Planner unless a regulation is added to them and therefore the
Planner activity will be futile.As Matt said, it is really simple to set up regulations and add them to your MD.

Yes the master data can be created without using regulations but it will be of no use as it will not serve the
basic purpose of the product "Process Control".
1) Process Control helps organization to manage their processes effectively. Along with that it provides the capability to test and monitor them.
Th This all we do through the reporting and reports need regulations.
We suggest you to use regulations while creating master data.

Hi Li,
The main business requirement of PC is to get the reguation specific reports which can be used for auditing purposes.
The hiearchy starts from Regulation and all organizations are mapped to regulations to make them effective.All major reports of PC do need a regulation and its a mandatory selection.
Proceeding without a regulation is not recommnded.
