I have created SCV in SLD and imported in to ESR in PI 7.3. But now I am not able to create namespace. It shows below error:
" Runtime error (RuntimeException). See details See error logs for details"
When I see in details of SCV, it shows available supported packages is " Does not exist".
Could you please help me what could be error.

seems to be a bug in 7.31, i just opened a ticket for my customer to get it fixed.
The described workaround works fine however...

For what it is worth, I had the same problem and following the advice of Kiran and Christiano I put the SWCV in and out of edit mode a couple if times and eventually was able to create the initial namespace. I found that after creating the first namespace I had no more problems. Also note that I could not find any entry in any log related to this issue - the default trace as such does not appear to available 7.3 any more and is replaced by the more generic sap logs.

Hi Shivdeep, we have the same problem.
Try the following steps :
Import SCV from SLD ;
Save;
Switch SCV to display mode;
Switch SCV to edit mode;
Try to change any properties of the SCV.... for example : mark the checkbox "uses external documentation"
Save;
Now try to create the namespace...

Please try the following :
Click on SC and under Object Properties click on the following
1) Checkbox - Objects are original objects
2) Checkbox - Objects are Modifiable
Save it and then try creating the namespace.

may be you are trying to create already existing namespace try to check or first delete SWCV then clear the cache in ESR, then re-import it then created the new namespace.

Try deleting the SWCV and re-import it from the SLD.
Is there any further error details, any error log? If no, check the defaultTrace for any related entries and post these.
