Please take a look at SAP note 922177. It mentions how the ROP is calculated. I am not aware any standard transaction or program that can trace the difference. Perhaps you could execute the transaction CJ31 -> Extras -> Availability control -> Analysis. From you could know what is assigned value that coming from ROP and its changes (especially Value Type 25)

Gokul is right. However I am giving some inouts,
The remaining order plan is the value that is the remaining work
outstanding for the network activity - e.g. When you create an
activity and plan it for say 100K and goods receipt 50K - the
remaining order plan will be 50K (100-500.) It is always the plan
value less the actuals.
