Can consolidate location rule combine with interchangeability material?

Hi All,

our client requirement is as below:

1. consolidate location Rule-base ATP check ( like check the availability in location L1, L2, L3), but consolidate to L1. Example, if the stock found in L3, it will insert a sub-item in sales order with plant L1, at the same create a STR move stock from L3 to L1.

2. material sub-stitution. we can built a material substitution rule, and combine it in the consolidate location rule.

But because our client already use material interchangeability to do the material sub-stitution, they dont' want maintain anohter master data, can I use the product-sub from interchangeability and consolidate location rule at the same time?

I tried to put those 2 together in rule maintenance, but I got below message.

anyone knows if we can make the location determination procedure in RBA to work with interchangeability product substitution procedure?
