Remediation plan button vanish

Hi, GRC experts

We are using Process Control 3 SP9

This is the Workflow:

When the "control tester"  creates an issue, it goes to the reviewer to assign a remediation plan, and after goes to the responsible for the plan to "execute" the remediation plan

When we replace the responsible for the remdiation plan the button "execute remediation plan" vanish

and even the button "assign to next" and "submit" also (it looks like that he can only display, in other words there no buttons)

I already checked with option and its not hide.

any idea?
