Append all Database Values in Parameters provides no results

For Crystal Reports ver 14 - When creating a parameter, after choosing:  Type: String, List of Values: Static,  a Value Field from the DB, I click on Actions - Append all database Values.  The cursor spins but then nothing is populated into the list of values.  This does not work for any field try.

Any help would be appreciated.
