Can Segregation of Duties releaser of SES be the approver of the Shopping Cart?

Can Segregation of Duties releaser of SES be the financial approver of the Shopping Cart? Or has to be a different user?

Normally service entry sheet is approved by technical engineer/site supervisor.

They have no relation with shopping cart financial approver.

In my opinion they should be separate.

Thanks Malay for your response. In our business, The procurement manager is the financial approver of the shopping carts issued from the procurement dept. After the service is delivered, system requires SES confirmation release, and SES segregation of duties release. SES creator selected a team leader to be the SES confirmation releaser, and there is no one to be the segregation of duties releaser except the procurement manager..
