Revise SC on editing the content not working

Hi

i am working on SRM 701 SP07  for process controled WF and related configuration AND APPRVAL process ARE done AND WORKING FINE.. .

On rejecting the SC cart it's comming to Requester for acceptance  and

casse 1--- issue -----on Editing the SC by requester it's not restart the WF and " WF going into error at "Reinitialize Process for Restart" task  with message -Termination triggered in business class ''  - Roll back required' at the task level .

the security setting are at medium level for the requester user personlization.

case 2 ; Working fine--the requester did not make changes in the SC it's restart and once again going to approver this is working fine.

please suggest  why it not woking on changing the SC value by requester on reviting the SC cart..

how same WI number is created in the system ?

and it's auto rejected as same WI appear with approver afrer resuBmmiting the SC by requester .
