I just tested this case in my IDES system, and I can create a transport from this menu.

Are you sure you have authority to create transports?

it may as well depend on the client settings made in transaction SCC4 (I have the radio button at "automatic recording of changes", and changes to repository amd cross client customizing allowed

I had not seen this transaction before, but looking into it gives me the impression that is just a cockpit to maintain tax conditions.

and conditions are master data, which is not transported in SAP

If yes , as it ia master record this has to created in all servers
