I am working on TM-EM integration and requirement is Give full track and trace visibility at FWO level to customers.
I understand that we have event handlers only at freight unit level. How is it then possible to have it at forwarding order level.

you can use the already existing Business Process Type for the FWO and build an AO Type yourself. On TM side there is also already an existing processor class /SCMTMS/CL_OUTMGMT_EXEC_TRQ for ppf available which you can use.

Currently only Freight Orders and Freight Units are supported with standard TM / EM integration.
And in TM9.0 / SAP EM9.0 Service Instructions are also included as Event Handlers
