Hello experts,
I have a requirement for doing classic scenario with reservation if for inventory items. The SRM 4.0 is configured to determine whether to create a reservation (if stock available) or external procurement in the backend R/3. The standard function checks for stock availability at the time of shopping cart creation. The question is if the system can also check the stock availability before the final approval of shopping cart.

Yes. System checks the stock availability before the final approval of SC.
Actually SC gets completed as goods are issued against the reservation in MM/IM system.

Imagine the following situation: if there is no stock while the shopping cart is being created, the system generates a request of external procurement. However, between the creation of the shopping cart and its final approval, the stock is reset which means there is no more need for the external procurement.
How does system check the stock availability before the final approval of shopping cart?

As Vinay mentioned Availability check execute during approval as well it is standard behavior. Based on your question, to Create reservation or PR/PO is done when you have availability check activated.
