Can you try restarting the sapstartsrv process of the JAVA instance and check if that works.
sapcontrol -nr <instance_number>> -host <host> -function RestartService
Then start the JSPM again.
Since this is windows OS , after setting service/protectedwebmethods = DEFAULT in the DEFAULT profile , reboot the server.

I have applied SAP note:1600846 then also same result.
I have done the following steps from the SAP note:1600846
Could you tell me how to resolve this error?
B) Change the setting of sapstartsrv
service/protectedwebmethods = DEFAULT
NOTE: In a high availability environment, this must be done on all server nodes of the cluster.
3. Restart all Server and Central Services Instances.
4. Resume the update with JSPM.
5. When finished, restore DEFAULT.PFL to its initial state.
