crystal reports 7.5 scheduler not working

We are using Crystal Reports 7.5 Info Desktop to schedule reports.
Recently the reports started to stay at the scheduled status and not move to process status .
When the Info Sentinel on the APS server is restarted, then all the scheduled report jobs gets released from the scheduled status.
There had been no changes in our system that could have trigger this problem.
Any Help would be greatly appreciated.
