Hi All,
We are in SRM 7.02. We need to do an enhancement where in a change in default settings in the header level of a shopping cart (the purchasing group) must reflect in the item levels too. How do we achieve this? I checked in doc_change badi but there I am not able to read the default settings in the header level. How do we achieve this?

This is standard behavior anything you put on Shopping cart header as default adapted on Item level. Could you please advise what exactly is occurring when you set some buyer as default on header?
There could be one issue is how your organization for Purchase Group is set up. For Purchase Group Responsibility tab you have to define Particular Purchase Group is responsible for certain product category and department. Now if your case is when you set Purchase group X as default in header level who is responsible for Product Category Y and when user add line item for Product Category Z then their default purchase group will not show as X... If that is the issue then you can maintain responsibility of purchase group accordingly to your requirement.
