Transportation document without forwarding agent

I want to create transportation document (tcode is VT01N VT01N) without entering the forwarding agent. When I push the "shipment start" buttom, a pop up window opens and forwarding agent is mandatory. Is it possible to create the transportation document without transportation document?

Forwarding agent is mandatory for a transportation activity(Shipment creation) in SAP. You cannot create shipment document with out forwarding agent in SAP.
