olap unv- null value problem

hi everybody. i have a olap universe that build with ssas 2008.

How to show dimensions with Null/ Zero valued measure??

I have already check block properties....

Show rows with empty measures

Show rows with empty dimensions

show rows when empty.

what can i do.

One can retrieve empty rows on MSAS as illustrated below. If you could give more context (BOE version, observed vs expected behavior) people may be able to help.
