Unable to 'ADD CONDITION VALUE' at ITEM level

HI Expert,

Path :

Create PO -> Item Level -> For Particular Item -> Price and Condition Tab (at ITEM DETAILS)-> Add Condition (Button) -> I can able to see list .

Here in the list, system is not allow us to add and remove conditions value  at transaction level. Please guide me how can we perform this. Is there any SAP NOTE need to apply or any setting need to be done.
