iBase Not Creating

Hello...we are having an issue creating an iBase with Solution Manager.  We are running R/3 4.7 with Solution Manager 7.1 SP5.  When running  IB_GEN or IB52, the iBase does not create, we receive a message 'Object Not Found'.  I have looked in the  IBIB table and everything looks correct there.  WE have a message open with SAP, but I thought the community might be albe to help.

Has anyone else run into this issue, if so, can you help?

first, please perform the following activity in SOLMAN_SETUP if not done already:

Then you have to do the manual activities from note 1741109:

This has solved our problems with IB_GEN.
