Need help starting Netweaver 7.3 EHP1 JSPM.

I'm new to Netweaver.  I have installed Netweaver 7.3 EHP1 (Oracle edition) on a Windows 2008 R2 64-bit server.

I can't seem to start JSPM.  The documentation says I should login as the <SID>adm user and run \usr\sap\a00\j00\j2ee\JSPM\go.bat.  But when I do that I get an error message that says I need to run with "elevated privileges".  So I opened a command window with "run as administrator" and it starts.  But now I get an error saying that I'm not authorized.

How can I start JSPM?

Refer this SAP note

Note 1600846 - JSPM/SUM calls sapcontrol without user credentials

Refer to the extract from the above note below

B) Change the setting of sapstartsrv

    1. Set the following in the default profile (DEFAULT.PFL)

              service/protectedwebmethods = DEFAULT

    2. Restart all sapstartsrv services in the cluster to activate the changes.

              NOTE: In a high availability environment, this must be done on all server nodes of the cluster.

       3. Restart all Server and Central Services Instances.

       4. Resume the update with JSPM.

       5. When finished, restore DEFAULT.PFL to its initial state.
