Email always goes to reporter in service desk

Dear,

We have configure service desk Solution Manager 7.1 for action profile reported by (SLFN0004), processor (SLFN0002), etc based on status change.

But the email always goes to reporter when we save the incident message (either when we logon as reporter or message processor).

Please advise as where to look.

Please seek text 'Define Partner Determination Procedure' in SPRO tcode and check if you have appropriate partner function:

Also you can check action profile if checkbox 'partner-depended' is marked:
