GTS - Validity exceeds limit specified at higher level in hierarchy

Hi All,

When I try to create structure level at next level (Path: SAP Compliance management - classification/master data - export controls - Maintain export control classification numbers -

enter the numbering scheme and click on maintain numbers button. system will open existing data. click on top level map and right click, select create structure level at next level and enter the data and click on copy data then I am getting an error saying

" Validity exceeds limit specified at higher level in hierarchy"

Can you please guide me what to do?
