We resolved this issue.
we used a wrong start profile while creating a service, with sapstartsrv.

hi,
please check page file/virtual memory and what is size of PHYS_MEMSIZE and em/initial_size_MB. how much memory in your box.
and also check the DB and SAP services are running or not?
sometime we get this error due to less Swap size and we probably set the Swap size 2x RAM.
