Freight scale ids

Hi,

I have a question,

i have freight conditions by postal code and weight for different carriers.

I hv created two dimensional scale id, i have a doubt on how to upload the scale ids as there are huge number of postal codes and for different countries.

1. Should i need to create separate scale id's for each carrier while i upload? how do i upload the scal id's

2. How do we upload matrix.... is it through the direct input or bdc?

3. I have a situation to charge additional rounded weight(50kg for a rounding of 500 kg for actual weight of 450kg) to one of the lowest rate items, how do i handle it?
