All the details of this business requirement are not known, however based on "limited" information; if business requirement is to NOT have specific item categories for certain sales document types e.g. can NOT enter TANN in sales order (for OR sales document type), then:
In VOV4 do NOT have TANN as one of the item categories in Default item category and in Manual Item category. Thus in VA01, VA02 user during creation of sales order (sales document type OR) can NOT use TANN.
If business does not want a particular material M-01 to be entered in a sales order then Exclusion functionality can be used.
E.g.
In the exclusion list, the MMR are:
M-01
T100
T200
Assign the exclusion procedure to the sales document type, then
in the sales order, user can not create orders with MMR M-01, T100, T200

Another way to prevent the user from manually entering free goods in sales order is to have no MMR that is free (of cost).
(if no MMR are free, user can not enter an MMR in a sales order, which is free)

It is an attempt to convey that we (as consultants / as advisors to clients) should look from a broad perspective which looks to align the business "rules" of the client with the business processes and with SAP configurations.

I think ,this is done by /nvov4 settings why because in vov4 we are assign the order type (OR) for higher level item category TAN and also Default item category TANN.This assignment is compulsory present in that transaction for entering free goods for that sales order as manually
So remove remove Default item category as TANN for that assignment.So automatically the user doesnt entering free goods for that sales order.

I feel this is not possible in SAP Standard. You will have to apply a user Exit in Program MV45AFZZ for this.
