We have a two sales document types for creating sales orders (with SD document category I).These orders have no any financial valaues, just for tracking few quantities for generating reports. The materials used in the sales order are non valuated and hence no delivery and PGI is required. But during the initial implementation these document types were created by by assigning a delivery type (JLF) in VOV8. If we remove the delivery type in VOV8 will there be any impact ? We do not want to create delivery documents in the system.

In many Business cases, we do PGI even for non-valuated materials. Moreover, I dont understand, for certain products, when delivery would not be created, what is the point in creating sale order for that ??
As long as you would not be creating delivery against this order type, you can very well remove the same in VOV8.

1. Changing from Delivery related billing to Order related billing:
If this is the case, then copy control from order > billing document, using transaction code VTFA has to be configured.
2. If delivery related billing is not done anymore:
2.a. Delete copy control settings in VTFL. This might improve performance.
2.b. In your item category, in VOV7, check if billing relevance = B order related billing
