Hello ,
BAPI_QUOTATION_CREATEFROMDATA2 creates incomplete document . Can we change something so the incomplete documents are not created ?

Please check whether any fields in incompletion procedure are missing. Either try to include those fields in BAPI or remove the field from incompletion procedure and check.
