HI,
We are not able to login, I stop the transaction and stop sap also and then start it.
But it is not allowing me to login ....plz suggest on the same.

Why did you stop the system?ABAP programs were getting generated and you came along and shutdown the system . These errors are pretty normal when Basis SPs are getting imported. How would shutdown of SAP correct program resolve syntax errors !! What happens in this case is that lot of objects get created generated deleted and this process is probably not the most sequential and hence probablysuch errors.
Now that you have done this you need to do the following:
1. Check if any TP/R3trans process is running and if so check if it is writing any logs under /usr/sap/trans/tmp. If yes please wait for tp import to be over.
2. If not then make sure SAP is up and running. Next start the SP import at OS level using tp commands (this needs some expertise). Check ur transport buffer for know what all needs to be imported.
3. While TP is running be patient and keep onchecking if you are able to login.
Also before doing SPs on new Oracle system run stats (CBO+Space).That will really quicken up some phases.

Please do not use any manual commands without the supervision of the SAP as SAP do not support this. Manual commands for importing SPs should only be used if suggested by the SAP consultant.
A execution of the manual command in incorrect way could make the system inconsistent and the only option in that case will be a restore of the system.
Now regarding the issue,
1. Could you please check at OS level if any tp / R3trans is running.
2. If yes, please check if the logs in the <DIR_TRANS>/tmp directory is getting updated.
If the answer to the question is no then kindly provide me the output of the following command :
tp SHOWBUFFER <SID> pf=<Path to transport profile> tag=SPAM
For the current case, best option will be to open a message with SAP. Please make sure that OS level connection (telnet or WTS) is open. It will be required to check the issue and it will reduce the unnecessary ping pong for the connection. In addition please provide the SLOG, ALOG, ULOG, and SAPIB* logs.

Can you check if the /oracle/<SID>/oraarch is full ?
Also check if the /usr/sap/trans has free space.
