We want to make a lot as quality lot while doing outbound deliver fo few FG items.We have done the following stpes till now

assigned insepction type 10 in materal master in addition to inspection type 04.

you also need in configuration to assign inspection type 10 to the delivery document type.

Quality Inspection-->Quality Inspection-->Inspection Lot Creation--> Inspection at Shipping

Then once  you activate the type 10 inspection in the material master you should get inspection lots for those delivery types when they get created.
