Updating with Actual Weights (from Truck scales)

This customer does lots of bulk, FTL shipments.  They create a sales order for 20000 kg which eventually ends up in TM as a Freight Order.  However when loading the order, an exact weight is measured with truck scales.  At this time, they are not planning on using Event Manager, although I am trying to change their mind.  I have three questions:

1. How should the actual weight be updating the Deliveries and Sales Orders (and Shipments?)? 
2. If I do manage to persuade them to us EM, I plan to create a custom event which would execute one or more RFC calls to ECC to update the actual weights which puts us right back to question 1.
3. Is there another means to update the exact weights?

This is for a TM 8.1 system.  The customer is presently in design discussions, so we really would like to get a good answer or choices lined up as soon as possible.
