That's a great model for a company that is going out of business. 'If I don't have any stock, don't let customers have the opportunity to send me money'. Or, perhaps, the forecasting there is so good that they always know what the customers will be buying in the future..... I only wish I had such a crystal ball.
Most businesses allow Sales order entry against any material that is active in their catalogue, regardless of stock situation. Some business may restrict confirmation of the sales order, unless stock exists, using standard ATP functionality.
