Does anybody know with any certainty if BAPI function modules call data transfer routines and copy control rules in the same way that the equivalent system transactions would? We are using BAPI_CUSTOMERRETURN_CREATE and cannot seem to get the data transfer routine to be executed (yes, it is active, and the routines were re-generated using RV80HGEN).

please check OSS 370988. It looks like that it is not possible to have the same functionality in BAPI as you have in online transaction.
Perhaps you can try bapi_salesdocument_copy. But this is not designed to create a return but make an exakt copy.

these routines are only used, when you create your document with reference to an already existing document like an invoice or order.
Have you entered a reference document in your BAPI-Call?
