Organizational assignment in CRM

I have assigned User and Business Role to a position in PO13 in CRM 7  system. But the user stll gets the error 'Logon not possible, becuase User is not assigned to a Business Role.'

What is the solution to this?

Please check if the role SAP_CRM_UIU_FRAMEWORK role is assigned to the user. You need to assign this to the user using the report CRMD_UI_ROLE_ASSIGN.

Also check if the PFCG role corresponding to the Business Role has been assigned to the user or not.

Situation::Business role is assigned to the positon(PFCG role is already assigned to the Business Role in CRMC_UI_PROFILE), through PO13.

Position is also assigned to the user id through PO13.

Why should i assign PFCG role to user through SU01 now?If i do this, what is the purpose of Organizational Assignment ?
