In configuration, there is no restriction between PO type and the plants for which it can be used. Any PO type can be used for any of the plants. If you think that the PO types are linked to individual plants in your case, you have to see the user parameters for individual users and there are parameters which automatically populates the plant and the purchase order type. So please check on that front.
