SC in error : BBP_PD Buffertable is not actual

We are on SRM 5.5 in ext c;lassic scenario, a limit Shopping Cart has been approved by last approver, but no follow-on Purchase Order is created

The SC is in error (RZ20) with 'BBP_PD 002 Pufferungstabelle is nicht aktuell'

I have already checked several SAP Notes, but for example this SC has NO cost distribution so that cannot be cause. (SAP NOte 1317756) Also checked 1233774 but also not relevant

Any suggestions how to find cause and/or fix issue ?

You can try to debug the cart transfer using BBP_PD_SC_TRANSFER.
