Publish message in SUS

Dear experts,

We are using SUS in SRM7, can you please tell me how to add messages to users to publish the message under Read message as shown below

To add messages to the users to publish you need the role /SAPSRM/SUS_ADMIN_PURCHASER

The functionality is available under "Process Messages" which will appear under "messages" with the above role.
