Is it necessary that Network Header and Project names should be same? or it can be different.
or is it necessary that Head WBS element and Network Header should be same?

There is no hard and fast rule saying that network header name should follow a convention. It is all left to the business to decide. If you want you can keep the name of the project as the network header name, but is not mandatory. So also using the WBS name as network header name.
We have the functionality where the sales order line item creates the network and the material number along with the sales order desription becomes the network header name. This is enabled because it will be easy for the user to understand the reason behind the network.
I think if you have a strong methodology to name the networks and follow that convention across all networks, it is fine. Otherwise there is no such system imposed restriction on the network header name.

It is not supposed to be same. As per standard it should be named with relationship so that one can understand easily.e.g. wbs name-vm-srm, lower wbs: vm-srm_poe and so on.
It is free but should be in way to make one understand easily.
