How to enable Incident Management in SolMan 7.01 workcenter?

Hi all,

Now I need to give up my current Solman and restore to my older backup of the Solman systm.

However I find that the older SolMan backup do not have the functionality of Incident Management while the current version do, as attached.

I feel strange about that because I expect the incident management should be the built-in tool in Solman and do not require us to enable / install it, But now the tab are lost in the backup.

How can I enable the Incident Management? Thanks.
