workitem id is blank in MAIL_DATA_GET or MAIL_CREATE

Hi Experts,

Requirement: bring shopping cart number on subject of email
notification sent to approvers.

We know we can change subject of email using method MAIL_DATA_GET
of BADI BBP_OFFLINE_APP_BADI. We also know that we can get shopping
cart number using FM SWW_WI_CONTAINER_READ_OBJECTS and workitem id.
However the Importing parameter IS_WI_RECIPIENT-WIID_TAB of method MAIL_DATA_GET is coming
blank (00000000). Note that other fields of IS_WI_RECIPIENT are filled.

Please advise

• why this workitem id field is not filled.
• any other way to get shopping cart number inside methods MAIL_DATA_GET or MAIL_CREATE
