It is not asking you for any license .
Please check if the system is up .
Open the SAP MMC in your windows server .
Right click on the system NSP and start .

The sapdp00 part of the error message is a pointer to a port to be used by the SAP Gui to connect to your SAP system. However, the 'pointer' needs to be in the services file in C:\Windows\System32\drivers\etc. The SAP standard is that sapdpXX points to port 32xx which is used to connect to system number XX. The default system number for NSP systems is 00, so if that was the system number you used, you need the following entries:
sapdp00 3200/tcp
sapgw00 3300/tcp
