How can we limit access in SAPGUI over HTML that is allowed in desktop SAPGUI

We will be allowing users to use some functionallity under SAPGUI over HTML, but we do not wish them to use any tcodes there except the specific few we are allowing.  But they can use other tcodes from desktop SAPGUI.  Is there a way to allow users to only go to certain tcodes in SAPGUI over HTML - via the webgui service, but get to more tcodes in desktop SAPGUI?

Our specific example is we want them to get to a tcode we have in SAPGUI over HTML to approve certain actions - so they can do it over the web or blackberry externally.  But we don't want them to start doing everything from webgui service.  We want them to do everything but those approvals from SAPGUI from the desktop.
