Password changes not kicking off?

Getting an interesting issue with password provisioning:

If I create a new user and add my "only" privilege  for AD, the user account is created as it should be, however the password is not provisioned.  I've made sure that the password attributes were part of the system priv for AD.

I see that the PF goes so far as to do LOG:MODIFY and the first upgrade changenumber, but it is not getting any farther.

Fixed it.  Password provisioning not enabled.  Checking identity store options is to IDM  debugging  is the same as checking the cables to hardware troubleshooting!
