Sap installation Server - missing NWSapFeiLg.Dll is missing

Hi

SaP Gui 7.20  on Remote Desktop Connection

Using NWsapSetupAdmin.exe I patched the Installation server from SP10 SP2 to SP11 Pl1.   There were no error messages.

I had thought to Patch the BI to SP7 so I attempted to run the Nwsapsetupadmin application again.  But it will not start.

there is a message that NWSAPFeiLg.Dll is missing from the computer. - Try running it locally.

I have called NWsapSetupAdmin.exe from my local computer, but still get the same message.  Any ideas would be welcome.
