Cannot connect to host localhost:7210

HI .

I am getting follwing error message while installing ABAP.anybody help me to resolve?

       An error occurred while processing option SAP NetWeaver 7.0 including Enhancement Package 2 > SAP Application Server ABAP > MaxDB > Central System > Central System( Last error reported by the step :Assertion failed: com.sap.dbtech.rte.comm.RTEException: Cannot connect to host localhost:7210 [Connection timed out: connect], -813.).

but I am not sure what is the correction needed.
