Better you download NWDS version 7.3. It contains all features than 7.1. Given below is the link to download this software.

You needs S-user ID (SAP Service Marker place) to download this.
Then you need to install JDK version 1.6.0_7 or higher. It is freeware. The link is given below.

I followed this way. It is working for me.

Just in case:
Another option would be to take the SAP JVM, delivered with the installation media for the system, against which you're going to develop.
This has the advantage, that you're definitely using Java versions that are 100% compatible.
That's how I worked around the Oracle/Sun-issue with NWDS 7.1.

Sun has been taken over by Oracle a whiile ago...
So you are ok to download it from Oracle as well..

Try to dowload the JDK from this web https://java-partner.sun.com/support . To access that web you must take the user and password from (Access to appropriate Oracle J2SE version) in the Note 716604 - Access to Oracle J2SE and recommended J2SE options
