If we simply have a look on the list of "Activity Groups" in Tolerance Limits, contract is not there. It should not hit the budget.
I dont think contract will block any budget as it doesnt result in commitment. Also generally contract is not account assigned to cost object. You can check though by account assigning to WBS, whether budget is getting consumed.
