Missing Element Palette in Graphical Screen Painter 7200

I recently installed Netweaver AS ABAP 7.02 sp6 32-bit trial version of SAP on WIndows Vista. 

When I use the Dynpro screen painter on either the DEMO_DYNPRO or I create one I don't get access to the screen that shows an element palette on the left side that can be used in a drop and drag fashion.  I am getting a screen painter desktop that has no drop & drag abilities. Looks more like a blank sheet on white lined paper with a tool bar on top.

When the software for the Graphical Screen Painter first loads it says that its:

ABAP Development Workbench Release 7.20

Graphical Screen Painter File Version 7200.1.0.351  Build 351w207

A) Should I be able to get at the "Element Palette" with this software?  If so how?  Maybe SICF change? Desktop Java upgrade?

B) Do I need a SAP upgrade? and if so what and where?  Link?

I just noticed that it had been generating a green error message when I initially start the screen painter :

EU_SCRP_WN32 : timeout during allocate / CPIC-CALL: 'ThSAPCMRCV'

Message no. 37033

I used transaction sm59 to increase my CPIC-Timeout under TCP/IP-connections for EU_SCRP_WN32 to 200. 

Now I have a full screen editor that has drop and drag and looks useable. 

Hopefully this brief discussion will help others.
